IALEI and IAAPA boards vote to support merger: Today officials from the International Association for the Leisure and Entertainment Industry (IALEI) and the International Association of Amusement Parks and Attractions (IAAPA) announced the due diligence review process for the merger of the two organizations is complete and that the boards of both organizations voted in support of the proposed merger.

The IAAPA board met via conference call on June 25. The board voted to support the merger agreement with IALEI, contingent on the resolution of several contractual matters.

During a meeting in New Orleans on June 30, the IALEI board also passed a resolution to support moving forward with the combination merger agreement with IAAPA and dissolving IALEI.

The next steps in the merger approval process are:

- July 1-Sept. 4 - The IAAPA and IALEI transition teams will work to finalize the details of the contingent items for the merger. Both boards will be kept apprised on the progress and will be required to approve the final arrangements.
- July 15 - Ballots and informational packets containing specific details of the combination proposal will be distributed to all IALEI members so they can vote on the final merger/dissolution agreement.
- Aug. 15 - All ballots due from IALEI members.
- Sept. 4 - Results announced.

"Legal counsel for both IALEI and IAAPA have been very involved in the process and have completed thorough due diligence reviews. With the support of both boards, we now look forward to the vote by IALEI members," said IAAPA President and CEO Charles Bray.

"We are pleased progress continues in our merger with IAAPA," said Dorothy Lewis, chairman of the IALEI board of directors. "This has been a complicated process but we are working through it carefully to ensure all the bases are covered from a business and legal perspective. It will now be up to our members to make the final decision."

If the IALEI membership approves the IALEI/IAAPA merger/IALEI dissolution agreement, Lewis and Bray anticipate the transition process could begin in September and conclude by the end of the year.

IALEI Board of Directors votes on proposed IALEI/IAAPA merger: Members of the Board of Directors of the International Association for the Leisure Entertainment Industry (IALEI) gathered yesterday, June 30, for a mid-year meeting held at the Adventure Quest Laser Tag Entertainment Center in Kenner, La. The agenda included a vote by the Board on the proposed merger of IALEI with the International Association of Amusement Parks and Attractions (IAAPA). 

The vote was nine in favor, two opposed, and one abstained. The next order of business pertaining to the proposed merger is for IALEI to send an information packet to its members explaining all the details of the proposal. The membership will have four to six weeks to review the information and make a decision. Ballots will be sent to members, and must be returned to the association's attorney's office in Chicago by Aug. 28. 

The proposed merger was announced at the Amusement Showcase International (ASI) in March. Since then, both organizations have proceeded with due diligence to fully develop the proposal. An IALEI transition committee was established, consisting of three Past Presidents of IALEI, the present Chairman, the First Vice Chairman, the Immediate Past Chairman, and several Board members. 

Play Meter met with Board members when the daylong meeting concluded. Pat Rothwell of Laser Mania told Play Meter that more than one factor went into the decision to investigate a possible merger. He said, "Economics did play a part, but the main motive is how we can better serve our membership with resources, benefits, and education." 

Rich Sanfilippo, Immediate Past Chairman of IALEI, said, "IAAPA has devoted a considerable amount of effort and staff time on this proposal. They see this as a potential benefit to the industry, and they plan to put even more resources into the FEC industry." Look for more information in the August issue of Play Meter

AMOA International Expo exhibitors can save on product transportation and storage: Exhibitors at the 2009 Amusement and Music Operators Association (AMOA) International Expo (Sept. 24-26) and the International Association of Amusement Parks and Attractions (IAAPA) Expo (Nov. 17-20), can take advantage of a product transportation and storage offer.

Ecast released Michael Jackson play list tribute: Ecast Inc. has released its "Remember the Time" play list to its nationwide network of over 10,000 digital jukeboxes. The play list is a collection of songs dedicated to Michael Jackson's rich music career, and commemorates the passing of one of music's contemporary legends. The collection spans more than 50 songs, comprised primarily of the pop star's best-known songs, but contains lesser-known ones as well. It also includes cover songs from Alien Ant Farm, Chris Cornell, Fall Out Boy, Willie Nelson, and others, and was compiled by Ecast's music department. 

Michael Jackson was clearly a favorite on the Ecast music network, racking up nearly 240,000 plays in 2008, with Billie Jean topping the list at 32,756 plays, and Thriller a close second at 30,486. Interestingly, average Michael Jackson tracks played for the first quarter of 2009 were well ahead of 2008 totals. With the artist's death, those numbers are expected to dramatically increase, indicating fans' intentions to mourn him through his music.

Betson Carlstadt hits a hole-in-one with a summer kick-off: Betson Enterprises hosted its annual spotlight show at the corporate office in Carlstadt, N.J. on June 3. Over 200 operators from the tri-state area joined Betson employees in a "Kick-Off the Summer" barbecue that included the latest in amusement and redemption offerings from over 30 suppliers. Some manufacturers traveled as far as 3,000 miles, and were happy with the continued operator support.

Also on the agenda; three educational seminars to help operators continue to expand and grow their business. Ecast hoasts first meeting of Operator Advisory Board: On June 25-26, Ecast Inc. hosted the first meeting of its newly formed Operator Advisory Board (OAB) at the Ecast corporate headquarters in San Francisco. Consisting of operators from across the country, the OAB was formed to further develop the relationships between Ecast and its operator partners. 

Scott Walker, Vice President of Network Operators for Ecast, said, "This meeting of the minds has been long overdue. While we always work closely with our operators, you can never have enough face time, especially with a group such as this--which truly represents the majority voice of operators everywhere."

OKK Trading to pay civil penalty for violating federal lead paint and other child safety rules: According to the U.S. Consumer Product Safety Commission (CPSC), as part of its commitment to protecting the safety of children, the CPSC announced that OKK Trading of Commerce, Calif., has agreed to pay a $665,000 civil penalty (PDF) for failing to comply with a 30-year-old ban on lead paint on toys, as well as violating other federal child safety standards.

The CPSC stated, "The penalty settlement, which has been provisionally accepted by the Commission, resolves CPSC staff allegations that from November 2007 through August 2008, OKK Trading knowingly imported and sold toys with paints that contained lead levels that exceeded legal limits. In 1978, a federal ban was put in place, which prohibited toys and other children's articles from having more than 0.06-percent lead (by weight) in paints or surface coatings. Lead can be toxic if ingested by young children, and can cause adverse health consequences.

The penalty settlement also resolves CPSC staff allegations that OKK Trading knowingly imported and sold toys, games, rattles, pacifiers, and art materials that violated the Federal Hazardous Substances Act. It also covers staff allegations that from May 2007 through December 2007, the company knowingly exported noncompliant toys in violation of federal notification requirements. OKK Trading informed the CPSC that it received no reports of incidents or injuries involving the products covered by this settlement. In agreeing to the settlement, OKK Trading denies CPSC's allegations that it knowingly violated the law. ICMOA hosts successful Annual Meeting: The Illinois Coin Machine Operators Association (ICMOA) welcomed close to 200 attendees (members and non-members) at its Annual Meeting earlier this month at the Grand Geneva Resort & Spa in Lake Geneva, Wis. The event followed a different format this year, offering seminars and a manufacturer product show that boasted exhibits from more than 30 companies. The large turnout was due, in part, to the passage of video gaming legislation in the Illinois House and Senate. Gov. Pat Quinn appears to be in favor of the legislation, but has not signed the bill yet. 

Several awards were presented at the meeting, including the Ray Shroyer Energizer Bunny Award given to Craig Beard of Lowry Music for over 30 years of work with the ICMOA Pool and Dart Tournament, and to Sam Westgate of Williams Enterprises for more than 20 years of work on the ICMOA Pool and Dart Tournament. The awards were presented by Diane Shroyer, wife of the late Ray Shroyer of Metro Amusements. Ray was a respected operator and a tireless worker for the state association. For 18 years, he and John Neville of Blackhawk Music worked long and hard to try to pass video gaming legislation that would partner coin machine operators with the state.

AMOA gets ready for the 7th Annual Coin-Op Cares Golf Outing: The Amusement and Music Operators Association (AMOA) is gearing up for its 7th Annual Coin-Op Cares Golf Outing on Wed., September 23, the day before the opening of the AMOA International Expo. The Golf Outing will be at the Las Vegas Paiute Golf Resort, Snow Mountain Course, with a 12:30 p.m. shotgun start. 

The Golf Outing includes a pre-tournament luncheon at the course, round trip transportation between the Paiute Golf Resort and the Las Vegas Hilton, two complimentary beverages per player, goodie bags for all participants, and team and individual competition for prizes. EAG organizers offer Manufacturers and Spares Pavilions in January 2010: Organizers of the European Amusement and Gaming (EAG) Expo have addressed the operational and logistical concerns of exhibitors wishing to attend both EAG Expo and the International Game Exhibition (IGE), which are both taking place the same week in London in January 2010. For convenience, EAG Expo organizers are building and promoting special Manufacturers and Spares Pavilions.

Each Pavilion will feature booths of equal size, and will be set around a central lounge area, where exhibitors can meet with customers. The Pavilions will be attractively designed, and each booth will be well equipped. 

Martin Burlin of EAG stated, "We fully appreciate the need of some companies whose products cover both amusements and gaming equipment. This is a practical solution." International Bowl Expo underway in Las Vegas: The International Bowl Expo is currently taking place at the Mandalay Bay Convention Center in Las Vegas. The show, which concludes tomorrow, June 26, is owned and sponsored by the Bowling Proprietors Association of America (BPAA), John Berglund of the BPAA told Play Meter today, "More organizations are participating in the show. Attendance and exhibitors are up from last year." He noted: "Bowling is the number one participant sport in the U.S., according to Simmons Data, which means that to be profitable, most bowling centers are extending their offerings beyond bowling and are becoming entertainment centers." 

The American Amusement Machine Association (AAMA) Pavilion was busy. The new pavilion is set up like an arcade, and included exhibits from Andamiro, Bay Tek, Benchmark Games, Betson, Firestone Financial Corp., LAI Games, Lieberman Companies, Namco, Redemption Plus, Smart Industries, and Game Room by Design. Additional coin-op companies secured booth space in other areas of the show floor. IFPA stages first major pinball world championship on foreign soil this summer: The International Flipper Pinball Association (IFPA) will stage the first major pinball world championship on foreign soil in the U.K., July 31-Aug. 2. NBVA members take their concerns to Washington, D.C.: A group of National Bulk Vendors Association (NBVA) members is traveling to Washington, D.C., this week to meet with legislators on June 25 and June 26 to gain support for the bulk vending industry. The main focus will be labeling provisions of the Consumer Product Safety Improvement Act (CPSIA), which require that manufacturers of products designed for children 12 years old or younger to have permanent labels indicating where and when the product was made. The goal is to be able to track a product in the case of a recall. However, vending machine toys and novelties are so small that there is not enough space to put this information, and the price points of the items make it impracticable. Firestone Financial ready to finance video poker for Illinois operators: Firestone Financial Corp. is gearing up for a wave of new business in Illinois due to legislation proposed in Illinois for video poker/video lottery terminals (VLTs). 

At the 2009 Annual Meeting of the Illinois Coin Machine Operators Association (ICMOA) in early June at the Grand Geneva Resort & Spa in Lake Geneva, Wis., Firestone President David Cohen told operators, "We're excited about (proposed) changes in Illinois law that could legalize VLTs. We're not newcomers to Illinois. We have an excellent, longstanding track record with coin-op operators across the state, having provided financing for over 275 coin-op operators in Illinois. We're the industry specialists."

Cohen, noting that Firestone is one of the largest independent lenders in the coin-op industry, says his company has financed over $286 million in the last three years, representing over 10,000 contracts in all 50 states. Cohen added that his company's long-time relationships with coin-op machine manufacturers makes possible special promotions that can result in lower financing costs and/or lower unit prices. Silver Strike Bowling winners hit big before Bowlapalooza break: The Silver Strike Bowling (SSB) sweepstakes created by Incredible Technologies (IT) has awarded nearly $1 million in cash and prizes since it's inception in 2006. Betson Southeast hosts grand opening spotlight show in Georgia: Betson Enterprises held its grand opening spotlight show at the newly opened Southeast office in Marietta, Ga., on June 11. The new brand office (the company's 12th) displayed the latest games, such as Guitar Hero Arcade, H2Overdrive, and PUTT, along with redemption games and financing options. More than 125 attendees, 50 operating companies, and 15 suppliers spent the afternoon speaking to Betson personnel and industry veterans, and enjoying an old-fashioned barbeque.

Asian Attractions Expo (AAE) concludes in South Korea: Preliminary estimates indicate that more than 3,500 people, including 2,700 buyers from 40 countries, participated in the Asian Attractions Expo (AAE) 2009. The four-day event, produced by the International Association of Amusement Parks and Attractions (IAAPA), took place June 9-12 at the COEX Convention and Exhibition Centre in Seoul, South Korea. Participants attended industry educational sessions, visited local attractions, built relationships at networking events, learned about what's new in the industry, and purchased products and services on the trade show floor.

NAMA names Ned Monroe as Senior Vice President, Government Affairs: Ned Monroe, CAE, has been named Senior Vice President, Government Affairs, for the National Automatic Merchandising Association (NAMA). Monroe follows Tom McMahon, NCE, who retired earlier this year after a 35-year career with NAMA.

Missouri association successfully stops House Bill 566: According to a Legislative Update from the Missouri Amusement Machine Operators Association (MO AMOA), two Directors, Tom Cobb and Jim Turntine, worked along with the association's lobbyist, Kathi Harness, to testify before the Senate Ways and Means Committee in May. They were successful in helping to stop passage of House Bill 566, which would have allowed Class II gaming devices (slot machines) in fraternal organizations (one per every 40 members). The MO AMOA was also able to change wording in House Bills 620 and 671 to not allow fraternal organizations to own coin-op pull-tab machines.

Rock-Ola/AACO to focus on consumer and specialty markets: Following the sale of its commercial jukebox division to the AMI Entertainment Network. Rock-Ola/Antique Apparatus Co. (AACO) will focus on the development, production, and distribution of consumer jukeboxes featuring the Qsonix music management system--the Rock-Ola "Music Center" series--along with its other specialized jukebox products that will continue to bear the "Rock-Ola" brand name by mutual licensing agreement with AMI. Since September 2008, the AMI Network has been Rock-Ola's commercial content partner, and the companies have shared distribution channels. Both sides anticipate a seamless transition. As the production of the Slimline, Wall-Rock, and Rock-Star commercial jukeboxes move to AMI's new facilities in Mexico, Rock-Ola/AACO will continue to produce the commercial "Classic Rock" bubbler jukeboxes for AMI at the Torrance, Calif., factory.

Bowlapalooza generates 64-page leaderboard as 4,400+ qualifiers compete for $10,000 in prize money: Bowlapalooza, Incredible Technologies' summer-long series of Silver Strike Bowling (SSB) tournaments, got off to a good start as Ron Hammersley of Beech Grove, Ind., shot twelve 300 games and smoked the field by nearly 10 pins with an average of 295 in the May "Opener" tournament. Hammersley won first place and $1,000; Rob Wright of Omaha, Neb., took second place and $500; "Deadeye" Del Flecker of Indianapolis took third and won $300. 

To qualify, a player needed to play 25 games in 25 days. Players were encouraged to play as many games as they could since a bad game would not hurt their best 25-game average. Hammersley played a total of 739 games.

"This is a perfect example of why this format is so popular with players and operators," said Scott Morrison, Bowlapalooza Tournament Director. "Overall, the 4,482 qualifiers played a total of 269,359 games, or an average of 60 games apiece. The top 200 players who cashed in the tournament played an astounding total of 41,506 games. As a bonus for operators, we deposited their winnings directly into their player accounts where history shows us that 90-percent of those funds will be used to play more Silver Strike Bowling." 

The tournament was free for both players and operators as IT positioned the event as a way to generate interest in the game during the traditionally slow summer months. IT put up all the prize money, and no extras fees were charged.
"We know players love to compete, and this tournament underscores that sentiment," Morrison said. "Our operators and their locations are the beneficiaries, and we couldn't be happier."

Bowlapalooza will continue throughout the summer culminating with the "Encore" tournament in August. To participate, operators simply need to make sure their 2009 SSB's are registered properly. According to the companies, and their distribution network, demand for the game is strong in all types of venues: movie theaters, family entertainment centers (FECs), location-based entertainment centers (LBEs), bowling centers, amusement parks, and big box retailers. Coinstar, the largest operator in Wal-Mart stores, said, "Guitar Hero Arcade is by far our number one collecting video game in all of our Wal-Mart stores."

Raw Thrills and Play Mechanix said, "Operators have been successfully promoting local Guitar Hero Arcade contests, with players competing for prizes and top honors as the Best of the Band! Brown University radio station WBRU is running weekly Guitar Hero Arcade contests on campus, and more arcade events are beginning to pop up all over North American amusement centers."

2009 World Championships for Big Buck Hunter Pro and Big Buck Safari coming in August: CoinUp announces that the 2009 World Championships are coming for Big Buck Hunter Pro and Big Buck Safari. Separate championships will be held for each game title, and there is a top prize of $10,000 each. A total of over $60,000 will be given away throughout the tournament cycle. The country will be divided into eight regions, and the tournaments will kick off in August with Online Regional Qualifying Tournaments. Last year, tournament play nearly doubled during the month of the Online Qualifying Tournaments. 

CoinUp advises, "Online games re the only way for players to compete in the World Championships. Players will seek out online locations to compete, so don't let them pass over your location because it isn't online." 

In other CoinUp news, a new tournament style is coming in August: the Cumulative Kills Tournament, which is not based on a single high score. Instead, it will be based on the total number of animals shot over a specified period of time. Players will join the tournament, and shoot as many bucks as he or she can. After each game, the system will add the total number of bucks shot to he previous total, and that number will keep growing with every game played. There is no limit. 

Cumulative Kills Tournaments can be set up to be Most Bucks Killed, Most Critters Killed, Cumulative Score, and other variations. These tournaments are set up to create an environment that promotes continued play. The Cumulative Kills tournament style will be ready first on Big Buck Safari, and later for Big Buck Hunter Pro. AMI Entertainment Network acquires Rock-Ola Mfg. Corp.: AMI Entertainment Network Inc. announced today that it has acquired the commercial jukebox assets of Rock-Ola Mfg. Corp. Since its founding in 1927, Rock-Ola has produced some of the most innovative and well-known coin-op entertainment products. The company began manufacturing jukeboxes in 1935, and today Rock-Ola offers a line of commercial digital jukeboxes addressing the full-range of operator needs.

"This acquisition is a natural evolution of the AMI-Rock-Ola relationship," stated Mike Maas, President of AMI Entertainment Network. "Rock-Ola commercial jukeboxes have been produced exclusively for connection to the AMI network since last fall." Rock-Ola's commercial jukebox models, Slimline, Wall-Rock, and Rock-Star, will now be produced alongside Rowe jukeboxes. 

Under the agreement, Glenn Streeter retains ownership of Antique Apparatus Company (AACO) and Qsonix Inc., who will use the Rock-Ola name for their consumer products. AACO will continue to manufacture and sell both digital and CD Nostalgia boxes, including the "Q" and "Mystic," while also maintaining production of its "wallettes," designed for '50s-style diner locations.

Coastal Amusements' taking orders for Spider Bot: Spider Bot, a popular redemption game released in March, is sold out through June. However, orders are now being taken for shipment in July. New look for Clarion Gaming; Julian Graves takes over for Peter Rusbridge: Clarion Events has announced a strategic restructuring of its Gaming Division, which involves the closure of its U.S. office in St. Charles with the relocation of activities to London, and the appointment of former ATE Marketing and Commercial Director Julian Graves to the newly created post of Managing Director responsible for exhibitions. IALEI Bylaws change approved: The International Association for the Leisure and Entertainment Industry (IALEI) has announced the overwhelming approval by its members of a recent Bylaws change recommended by its Board. "We really wanted to get a system in place which would make it much easier and more practical for our members to fully participate in the important decisions facing the association," said Chairwoman Dorothy Lewis. NBVA approves deal with Mintz-Levin for lobbying efforts: The National Bulk Vendors Association (NBVA) announced today that its Executive Committee has unanimously agreed to sign a representation agreement with their lobbying firm, Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. 

The deal is the largest undertaking the association has ever committed to in its 59 year history, and obligates the association to pay $120,000 in fees over the next year. Randy Chilton, NBVA President, commented, "We've dedicated ourselves to this issue because it has far reaching repercussions threatening the future of our business."

Chilton explained that the funds will be paid from donations provided by members and industry professionals who understand the severity of the situation. "The vending community is very generous, and we hope to be fully funded by the end of the summer," he added.

The labeling provisions of the Consumer Product Safety Improvement Act (CPSIA) require that manufacturers of products designed for children 12 years of age or younger have permanent labels indicating where and when the product was made to be able to track a product in the case of a recall. 

The association wrote, "Vending machine toys and novelties are so small that there is not enough surface area to include this information and the price points of the item make it all but impracticable. That is where the industry is fighting, as Congress recognized that permanent labeling cannot be possible on every type of item." This provision becomes effective on Aug. 14t, 2009.

Mike Rudowicz forms Entertainment Connections: Former President of the American Amusement Machine Association (AAMA), Mike Rudowicz, has formed a new venture, Entertainment Connections. 

He will be working with a few select companies as a coin-op specialist, and will be helping to facilitate a number of business operations, such as relevant licensing opportunities, new product development, and market analysis.

According to Rudowicz, the first order of business will be to establish a worldwide distribution network to include North America, South America, Europe, and the Asian marketplace for Freedom Smokeless Corp., a manufacturer of tobacco-free alternative smoking products.

BACTA launches European Amusement and Gaming Expo in London: The British Amusement Catering Trades Association (BACTA), has confirmed the launch of a new annual trade expo aimed at the European amusement and gaming industry: the European Amusement and Gaming (EAG) Expo, which will take place in London at the ExCel London Exhibition Centre, Jan 26-28, 2010.

BACTA officials said that EAG Expo was organized after extensive consultation with the amusement and gaming industry, "resulting in an event that will reflect the needs of this ever-changing market, for both U.K. and international exhibitors/visitors." BACTA has appointed Swan Events Ltd., headed by Karen Cooke, to manage this new show. 

Neil Chinn, President of BACTA, said: "The decision to start up the EAG Expo was taken after the industry made it clear that there was a definite appetite for a new trade show with a different direction. Smoking ban update for Louisiana: On June 2, by a vote of 29 to 71, Louisiana House Bill 844 was rejected. The bill would have extended the state's smoking ban to include bars and gambling establishments. Supporters considered it a health issue, and cited concerns over the effects of secondhand smoke on workers and customers. Opponents said it would hurt businesses, and that bar owners should be able to make their own decision on whether to allow smoking or not. Smoking was banned in restaurants in 2007.

Benchmark names Bill Freeman to sales team: Benchmark Games announces the addition of William (Bill) Freeman to its sales team. BCA offers discussion forums, a new online resource for members: In a continued effort to enhance the overall membership experience, especially when it comes to offering members access to information and resources that can help keep their businesses moving forward, the Billiard Congress of America (BCA) has created two new online member discussion forums on the BCA Web site, (www.bca-pool.com): Pool Room Operator Discussion Forum and Retailer Discussion Forum.

BOSS Show suspended for 2009: Organizers of the Bulk Operators Super Show (BOSS) issued a statement announcing that the annual BOSS meeting will be cancelled this year. Reasons cited include the challenging economy, and current issues regarding the labeling requirements of the Consumer Product Safety Improvement Act of 2008, which will become effective on Aug. 14, 2009. 

Steven Schechner of Capital Vending, one of the shows organizers, said, "We regret that we have to cancel the annual event, but the BOSS group was founded on the principal that we are 'The Real Deal,' and as such cannot ignore the economy and the state of the industry. We are urging all our members - and the vending community at large - to contribute what they would have spent in attending BOSS to the National Bulk Vending Association's (NBVA) Legislative Fund instead. We have to protect our future, and the money this year would be better spent getting an exemption from the labeling provisions of the CPSIA."

The statement read, "The NBVA intends to be granted exemption from the requirements; however, funds are essential to the success of these efforts. In order to achieve protective legislation the NBVA will need $120,000 to pay for contracted counsel fees. You do not have to be a member of the NBVA to contribute; this is an industry issue and not an association issue. If you're in the bulk vending business you will be affected. As a united voice, BOSS wants to help protect the livelihood of bulk vendors as this issue cannot be challenged by any one single person or company." Wisconsin smoking ban signed into law: According to The Daily Cardinal, Wisconsin Gov. Jim Doyle signed into law a statewide ban on smoking in workplaces, including bars and restaurants, at the state Capitol on May 18. Existing cigar bars and tobacco shops will not be affected by the ban, but any that open after the bill's effective date must be smoke-free. The ban will begin July 5, 2010.

Thirty-seven Wisconsin communities already have local smoking bans in effect, according to a statement from Doyle's office. Doyle said more than 70-percent of people in Wisconsin support a ban on smoking in all public buildings. "A smoke-free Wisconsin will save money in health-care costs, improve public health and save lives," Doyle said in the statement.

Louisiana Senate approves bill to ban smoking in bars and casinos: As reported in The Times-Picayune, the state Senate overwhelmingly agreed to legislation that would expand Louisiana's smoking ban to include bars and casinos. 
The 22-10 vote on Senate Bill 186, brought by Sen. Rob Marionneaux Jr., (D-Livonia), came after lawmakers rejected two attempts to weaken the legislation, and sets up a showdown on the House floor. 

Marionneaux said the bill is designed to "put everyone on an equal footing." Some restaurant owners have complained that current law gives bars an unfair competitive advantage. Senators turned back an attempt by Sen. John Alario (D-Westwego) to exempt casinos from the ban and another amendment by Sen. Nick Gautreaux (D-Abbeville) to let bars allow smoking. 

"We live in America. What do people fight for?" Gautreaux said. "They fight for our freedom of choice." 

Marionneaux said that freedom shouldn't include the right to make people sick from second-hand smoke. "I know the cost of freedom, but I also know the cost of second-hand smoke," he said. 

Merit and Rowe complete merger: The merger of Merit Entertainment and Rowe International was recently finalized, and the united company will now be known as AMI Entertainment Network Inc.

ICMOA registration almost closed: Operators have a few days left to sign up for what is shaping up to be one of the most important Illinois Operator's Annual meetings in recent history. ENADA Rome 2009 expands exhibit space: ENADA Rome, Sapar's International Amusement & Gaming Machine Show organized by Rimini Fiera, has expanded the exhibit space for its show, scheduled for Oct. 7-9 at the new trade fair center in Italy's capital city. Show organizers say that visitors will be able to see the latest innovations in a wide range of game categories. The show is owned by the Italian association of operators, manufacturers, importers, and exporters of coin-op machines. 

Sapar Chairman Paola Dalla Pria referred to ENADA Rome 2009 as "a really important showcase for trade members." The show will occupy two different halls than previously announced, with more space to accommodate more than 200 exhibiting companies. Asian Attractions Expo 2010 to be held in Kuala Lumpur, Malaysia: The International Association of Amusement Parks and Attractions (IAAPA) announced that the Asian Attractions Expo (AAE) 2010 will be held in Kuala Lumpur, Malaysia. AVS hosts operators in Mexican-themed Open House: American Vending Sales (AVS) transformed its Chicago-area showroom into a Mexican cantina (dubbed Margaritaville) on April 30 for its annual Open House. Attendees included street operators, FEC owners, nearly 30 manufacturers' representatives, and other members of the coin-op community. Smoking ban update for Michigan: The House approved a bill to ban smoking in most workplaces, including bars and restaurants, with exceptions for cigar bars, tobacco shops, and three Indian casinos located in Detroit. A similar bill passed in the House in 2008 but did not pass in the Senate. Proponents cite health reasons; opponents say jobs would be lost. 

Pennsylvania governor in favor of state-run video gaming program: Pennsylvania Gov. Ed Rendell has proposed state-run video gaming legislation (termed "video lottery") to help fund college tuition. Four hearings are being held across the state on the matter. The governor wants to contract with a single supplier for the game terminals. According to the provisions in House Bill 1317, profits would go into the College Tuition Relief Fund, with the state to receive 50-percent; 25-percent would be "distributed to the video lottery retailer holding the video lottery license;" and the "balance of money in the fund shall be paid first to the department, to the Pennsylvania State Police for any amount needed to pay the costs not funded by money in the account, and then to the General Fund." The program would be regulated by the Department of Revenue, which also runs the Pennsylvania Lottery. 

According to an article in the Pittsburgh-Post-Gazette, "The governor touts the plan as a way to provide $550 million annually in tuition assistance to students at state-owned universities and community colleges." Up to five games could be located in each bar, restaurant, and club that has a liquor license. Although coin machine operators historically serve these locations, they would not be able to participate in the program. 

The article included a comment from John Milliron, Legislative Counsel for the Pennsylvania Amusement and Music Machine Association (PAMMA), who "predicted more than half of the 350 to 400 such establishments in the state will go out of business if they're excluded from supplying and maintaining the devices. The other games they supply won't generate sufficient profits because people will gravitate toward the newly legalized machines." The Pennsylvania Tavern Association also weighed in on the plan, saying, "The 25-percent share of revenue they would retain would be sapped by state and local licensing fees, taxes, and other costs." 

In 2004, Pennsylvania created the Pennsylvania Gaming Control Board (PGCB) as the state licensing and regulatory agency to oversee slot machines and casino gambling in the stare. The PGCB administers the Pennsylvania Race Horse Development and Gaming Act. In 2006, the PGCD granted six permanent casino licenses for existing horse racing tracks, and granted five permanent casino licenses for stand-alone casinos. The newest stand-alone casino, the Sands Casino Resort Bethlehem, opened on May 22 at the site of the Bethlehem Steel plant not far from Philadelphia and New York City. According to the Las Vegas Sands Corp., the facility offers 3,000 slot machines, dining and entertainment options, and covered parking. 

Benchmark Games in production for Big Tony's Pokerkard: Following five months of testing, Benchmark Games has begun production of Big Tony's Pokerkard, a one to four-player Texas Hold'em game. Pokerkard is based on the "play for fun" concept that allows players to pit their poker skills against friends and others without any losses. 

"Initial test results are very strong, guest satisfaction is off the charts, location owners understand the benefit immediately, and our operator customers are enjoying excellent collections," said Benchmark's Gene Lipkin. 

Big Tony's Pokerkard is available in both high-top and sit-down configurations. Illinois close to achieving legalized video gaming: Eighteen years after the Illinois Coin Machine Operators Association (ICMOA) began working to achieve legalized video gaming in Illinois, with a joint partnership of the state and coin machine operators, House Bill 255 holds the most promise. House Bill 255 is a massive capital construction plan approved by the Illinois Legislature on May 21. Within House Bill 255 is Amendment #1, the Video Gaming Act, which would legalize video poker (and some other games) in specified establishments, under certain rules and regulations, with the state portion of proceeds used to help fund the construction program. 

Zach Stamp, the ICMOA's lead lobbyist, and his team, plus dedicated ICMOA members such as John Neville of Blackhawk Music and the late Ray Shroyer of Metro Amusements, worked long and hard to pass legislation on this matter. The proposed Video Gaming Act would provide for video gaming terminals installed in retail establishments licensed to serve alcoholic beverages on the premises, also licensed fraternal establishments, licensed veterans establishments, and licensed truck stop establishments. An outside testing laboratory would verify that the games meet specifications in the Video Gaming Act. Terminals would be linked by a central computer system that would provide an auditing program. Players would receive a printed receipt/ticket. Players would have to be 21 years old. A tax of 30 percent would be imposed on the net terminal income, and be collected by the Illinois Gaming Board. Terminal manufacturers, distributors, operators, suppliers, technicians, and locations would have to obtain licenses to participate in the program.

Following successful programs in Montana and South Dakota, in the early 1990s a number of states appeared to be close to legalizing video gaming with coin machine operator participation. The deal-breaker was often the state's governor. In today's case in Illinois, Gov. Pat Quinn appears to be in favor of the legislation.

Stern Pinball introduces NBA pinball: Stern Pinball announces the new NBA pinball machine for basketball and pinball fans. The game is being launched during this year's NBA playoffs, featuring 20 players from 20 different NBA teams. NBA pinball offers several popular pinball mechanical features, including a spinning disk in the playfield center, a captive ball, drop targets, ramps, a diverter, and much more. 

NBA pinball has a basketball backboard with a magnet in its center. When the player shoots a basket, the magnet holds the ball momentarily, and then drops it toward the basket, assisting the player. NBA has three notable basketball shots: a ramp shot off the flippers aimed at the basket; a jump shot made when the ball goes up a plastic ramp and circles just below the basket; and a free throw shot, where the ball is thrown 12 inches through the air to the basket.

ATEI forges link to train amusement employees: Clarion Gaming, organizer of the Amusement Trades Exhibition International (ATEI), has established an important link with Greenwich Community College in London, which is one of only three educational institutions in the U.K. that offers programs in amusement and gaming qualifications. Greenwich College will have a booth at ATEI to help take its message to the industry.

The National Coinslot Technologies qualification, part of a new initiative launched at ATEI 2008, is now looking to expand on its success. "We secured an educational grant that allows us to commit to teaching an unbelievably wide range of skills in several different units throughout the academic year," said Furkan Choudry, lecturer in coin slot technologies. He added, "In addition to the core skills, we also run units on CCTV Security Camera Systems, on customer service, vending, jukeboxes, and sound systems."

Greenwich College's mission is to help those trying to get into the industry, but it also provides training to those already in it. Choudry explained, "There are two qualifications people can take: a year studying all the units to achieve what amounts to a National Vocational Qualification (NVQ) Level 3; or the option to do selected units for a City and Guilds Certificate. The main principle we are trying to instill in people is the basics of what is a very well respected and established industry." 

Choudry concluded: "Only by honing and boosting the skills of those in the industry, and harnessing the enthusiasm of those trying to get into it, can we make it more innovative and successful in the future. Smoking ban update: Action has recently been taken in Nevada and Wisconsin regarding smoking bans. In Nevada, Senate Bill 372, which would have changed The Nevada Clean Indoor Air Act that went into effect in December 2006, initially gained some steam, but ultimately did not pass. Nevada citizens voted in November 2006 to enact The Nevada Clean Indoor Air Act, which banned smoking in any form within indoor places of employment, which included bars and taverns. The Act allowed smoking in areas within casinos where minors are prohibited. In Wisconsin, a statewide smoking ban will take effect in July 2010. Smoking will be prohibited in almost all workplaces. Defying the law could result in a fine of up to $250.

Change in leadership at AAMA: Dave Courington, Chairman of the American Amusement Machine Association (AAMA), today announced that the association would not extend its employment contract with its President, Mike Rudowicz. Courington said, "Mike's 40 years of industry experience was a great benefit to the association. Having worked as a distributor and as a manufacturer, and working directly with operators while at WICO, gave Mike a great background to look at the association's needs from many different perspectives. The association, as well as the entire amusement industry, owes Mike a debt of gratitude for his years of dedicated service. We all wish Mike the very best in his future endeavors."

Play Meter spoke with Rudowicz, who said, "I've had a wonderful opportunity to be with the association, to meet so many great people, and to serve the industry. I am proud and happy that I had that opportunity. I hope I made a difference for a lot of people, and that I had a positive effect on the industry." Rudowicz plans to stay in the industry, and is currently considering several projects. 

In addition, on Fri., May 15, the AAMA Board approved John Schultz to take over the post of President of the AAMA. Schultz has served on a variety of committees, most recently as Vice Chairman of the Executive Committee. IALEI and IAAPA work through merger process: On May 14, officials from the International Association for the Leisure and Entertainment Industry (IALEI) and the International Association of Amusement Parks and Attractions (IAAPA) provided an update on the potential merger between the two attractions industry trade associations. 

"We are making progress in the due diligence review for the potential merger with IALEI," said IAAPA President and CEO Charlie Bray. "IALEI has provided us with more than 1,000 pages of legal documents and our counsel is reviewing those carefully to understand the details and implications of a potential agreement." 

IALEI Chair Dorothy Lewis echoes a similar perspective: "We're working through the merger process in a methodical manner, and we want to make sure we cover all the details. It simply takes time." 

The bylaws of both associations, advice from legal counsel, and the laws for managing these issues in Illinois (IALEI's state of incorporation), Pennsylvania (location of IALEI's headquarters office), and Delaware (IAAPA's state of incorporation) must all be consulted and carefully considered at each step of the merger review process. 

As the due diligence process continues, a transition team made up of members of the IALEI board, the IAAPA FEC Committee, and IAAPA staff continues to work through the details to create a final merger proposal. Due to the complexity of the merger review and approvals, the organizations are unable to commit to a specific timeline for the completion of the process, but it is expected it will be concluded by the end of the summer.

"CBS Sunday Morning" feature on vending now available on YouTube: Vending, coffee service and foodservice management professionals who missed the recent feature on the industry that aired on "CBS Sunday Morning" can now watch it on YouTube, (NAMA) Executive Vice President and COO Dan Mathews, NCE, announced today. Mathews said, "The CBS feature was exceptional because it communicated a positive message about our industry to millions of viewers across the country. The clip posted on YouTube is the 6.5-minute story that was produced by the network after a crew from the show visited the NAMA Spring Expo. Soon there will be no more smoking in restaurants and bars in North Carolina: According to a report in the Triangle Business Journal, North Carolina's Gov. Beverly Purdue is ready to sign into law a bill passed on May 13 by the North Carolina House of Representatives. The bill would ban smoking in bars and restaurants. The report stated: "The House approved by a 62-56 vote a version of the smoking ban that had been passed by the state Senate. The measure will make it illegal for restaurant and bar owners to allow smoking in their establishments. Patrons wanting to light up will have to do so outside. Cigar bars and private clubs are exempt from the new law." Supporters of the bill cite protecting workers from second-hand smoke, while opponents of the bill consider it an infringement of personal rights. 

Another successful event for the NDA's Team Dart XXIV: The Amusement and Music Operators Association (AMOA) National Dart Association (NDA) scored another successful event with Team Dart XXIV, held April 17-25 at the Riviera Hotel in Las Vegas. This year, Team Dart hosted more than 10,000 event entrants from seven countries competing for over $500,000 in prize money. 

The NDA prides itself on offering a tournament for players of all skill levels, from beginners to professionals. All participants are classified in levels according to their team's skill rating. The association's Charter Holders work hard all year to provide opportunities for their sanctioned players to compete in leagues and become eligible for the annual Team Dart tournament. Approximately 158 NDA operators sent teams to Team Dart this year. 

The U.S. captured first place in the Men's International Challenge, while the team from Germany took first place in the Women's International Challenge. Top overall money winners this year were Randy Van Duersen with Sam's Amusement in Illinois, and Missy Arredondo with Star Amusement in Indiana. 

During the Monday night Opening Ceremony, the NDA inducted two into the NDA Hall of Fame: Peter Feuer, former President of Merit; and Clyde Knupp, former President of the AMOA and former Owner of Amuse-O-Matic Co. At the same ceremony, the NDA thanked its sponsors for their continued support. Apple Industries' Digital Centres' New Generation Photo Booth seen on "The Tonight Show with Jay Leno": On May 8, Jay Leno and guest Jamie Lee Curtis went inside Apple Industries' "New Generation" Photo Booth on "The Tonight Show with Jay Leno" in front of a national TV audience and took their picture together. Valley-Dynamo acquired by a limited partnership: As of May 8, 2009, substantially all operating assets of Valley-Dynamo LLC were acquired by a limited partnership controlled by Kelye Stites, Owner of Champion Shuffleboard Ltd., and other businesses in the Dallas/Fort Worth area. Included in the sale are all coin-op and consumer products under the Valley, Dynamo, and Tornado brands. 

"Valley pool tables, Dynamo pool and air hockey tables, and Tornado foosball tables are the unquestioned leaders in their categories in both coin-op and consumer markets," said Stites. "I am delighted to have the chance to offer these quality products to Valley-Dynamo customers, and to continue to operate the company independently." 

The company intends to continue to operate under the Valley-Dynamo name. TouchTunes names Charles Goldstuck as CEO: TouchTunes Music Corp. has named Charles Goldstuck as its new Chief Executive Officer. He was formerly President and Chief Operating Officer of Bertelsmann Music Group (U.S.) (BMG). While at BMG, Goldstuck oversaw the business operations of the BMG Label Group including: the RCA Music Group (RCA Records, J Records, Arista Records), and the Zomba Label Group (Jive Records, LaFace Records, and Verity Records).
